SPCC PLANS

In accordance with EPA regulation, “The SPCC rule provides requirement for oil spill prevention, preparedness, and response to prevent oil discharges to navigable waters and adjoining shorelines. The rule requires specific facilities to prepare, amend, and implement SPCC Plans. The SPCC rule is part of the Oil Pollution Prevention regulation, which also includes the Facility Response Plan (FRP) rule.

FACILITY RESPONSE PLANS (FRP)

As defined by the EPA, a “Facility Response Plan (FRP) demonstrates a facility’s preparedness to respond to a worst case oil discharge. Under the Clean Water Act, as amended by the Oil Pollution Act, certain facilities that store and use oil are required to prepare and submit these plans”.

OIL SPILL TABLETOP EXERCISES

Defined by the Federal Emergency Management Agency (FEMA), “Tabletop exercises are designed to help an organization test a hypothetical situation, such as a natural or man-made disaster, and evaluate the group’s ability to cooperate and work together, as well as test their readiness to respond. This particular series of tabletop exercises are part of the Division’s vigilant efforts to incorporate the private sector across all stages of FEMA’s emergency management mission, to support FEMA’s capabilities, and to enhance national preparedness, protection, response, recovery, and mitigation of all hazards”.
