Drum Packaging Guidelines

1.   Proper Identification - Use proper D.O.T specification for Hazard Class.  Verify waste is compatible with container type.  Place marking and labels on container when waste is first placed in the container.
 
2.   Clean Containers - Use new or reconditioned containers that meet the Performance Oriented Packaging Standards (POPS).  Clean dust, grease, splatters, and smudges from containers tops and sides.
 
3.   Inspect Before Shipping -   Inspect to verify that the bung is sealed tightly, ring gasket is secure, and vent cap is sealed.  Inspect to ensure absense of creases, ridges, excess rust, dents or crumples.

Any waste other than dry solids is unacceptable for transport in boxes unless specific packaging allows for liquids. Possible leakage or sloshing could occur in non-specific boxes.

Container side and top are free from residue, liquid, sludge, or dried waste, and container must be in good condition.

Information on hazardous waste label and DOT diamond must correspond.

Drum is in good condition with no distortion, holes or dents.

Drum top is in good condition with a tight fit of lid to drum. Proper fit of the lid provides safe handling with common freight moving equipment.

Bolt on ring must be in down position with nut aligned correctly. Bolt must be the appropriate size per manufacturers testing.

Container top and sides are free from any waste material. Only dry solids may be shipped in cubic yard boxes. Boxes should be in good condition and of good integrity.

Labels must not conflict.

Drums cannot be transported with rust holes, dents, creases, cracks, or distortion that would compromise the integrity of the container. Possible leakage or spilling could occur.

Container top, sides, or bottom bulging > 1/2 inch above flange level is not acceptable. Bulging indicates pressure or possible overfilling of the container.

Bolt in up position is unacceptable for transport. Bolt may cause damage to other containers or injury to personnel.

NOTE: It is TRADEBE's Policy that all non-hazardous containers reflect the same conditions as above.

In part, regulations require that "each package used for shipment of hazadous materials be ... maintained, filled, its contents limited, and closed so that under conditions normally incident to transportation ... there will be no identifiable (without use of instruments) release of hazardous materials to the environment". DOT Regulation HM215E states in part, "there may be no hazardous materials residue adhering to the outside of the package during transport." Waste containers offered for shipment must be clean and undamaged. Dented containers with waste or waste residues on the outside of the container may require overpacking or other special handling for compliance.
